My name is Matthew Newman. I am one of the Selectmen for the town of Garland, Maine.
I am writing to you regarding your proposed East-West Highway (Corridor) Project. You promised several Garland residents that if the town did not want the project, then it would not go through the town. These statements were made at the Penobscot County Courthouse earlier this year.
Garland recently held a special town meeting to address the project, and your statements. The meeting was attended by a significantly larger number of registered Garland voters than our most recent regular town meeting. The simple question was asked: if those gathered wished to have the project go through the town. The result was a 94% majority against. The meeting details are a matter of public record. As such meetings are the method for our town to register its wishes, and execute its will... this warrant article is the town saying we do not want the project.
As a result, I have been asked to arrange a time to meet with you. I spoke with your secretary, who initially had me speak to Daryl Brown. He advised me that I would need to address this request to you directly. At the desired meeting you would be formally presented with these facts, in writing, for your records. The expectation being that you would present us with an equally official document in return, detailing your willingness to honor your word regarding the town's wishes. If you are too busy to arrange for the meeting, I believe that simply receiving the aforementioned document from you would be sufficient for Garland constituents. Please let me know if you wish to hold the meeting, or would prefer to simply provide your official statement that the project will not pass through Garland, for our records.
